INAUGURAL LECTURE
"Consumers Hold the Key to Cosmetics Safety"
Barbara Hall PhD CBiol FIBiol Eurotox Registered Toxicologist
Chair, Colipa Task Force Exposure
SURECONSULT Ltd UK
The European Cosmetics Directive, the world's oldest set of cosmetics and public health related legal requirements, imposes an obligation on all those who wish to sell their cosmetic products on the EU market to ensure that their products "cause no damage to human health when applied under normal and reasonably foreseeable conditions of use". Safety of every cosmetic product on the market must be attested in a document signed by a professional Safety Assessor who has to set correct concentration limits for individual ingredients contained in each product. And therein lies the difficulty. In the world of millions of individual consumers using myriad cosmetics in their own varied and individual ways, what daily exposure value (quantity of product used every day) do we take as a reliable basis for the cosmetics safety assessment?
Clearly, the answer lies with the consumer whose habits and practices must be thoroughly studied, recorded and analysed. However, assessing exposures of populations is not easy because the studied sample must be large and representative and because of the inherent inter-individual variability of personal habits.
In this lecture you will see how a small group of Colipa toxicologists have carried out the most comprehensive exposure study ever conducted anywhere in the world, with the aim of providing data on the use of cosmetic products. The study was carried out between 2003 and 2009 in 5 European countries. 156, 470 individuals provided information on the use of 12 cosmetic products, accounting for some 95% of the total daily exposure to cosmetics.
The result is a probabilistic population model of daily cosmetic product use that permits to estimate, for each exposure level, a fraction of the population concerned by this exposure, thus aiding the regulatory and safety decision processes.
